The incident is not the crisis.

Incident response restores systems. It doesn't restore the relationships, services and obligations that broke while they were down — the supplier who re-papered their contracts, the regulator who changed posture, the customers who quietly routed around you.

Cyber crisis management is the discipline for that gap: reinstating the systems an incident severs, and standing up stopgaps where critical functions have failed. It is consequence management, not computer management.

This is the home of a body of doctrine years in the making — now being built into education for the people who will sit in the seats when it matters.
